Are you talking the 4runner or the sequoia? I thought the sequoia motors were interference and that is the reason why everyone makes it such a big deal to replace it rather than wait till it snaps on you potentially ruining your valves.

Secondary Air injection pump. Usually if it's bad you'll throw code and most likely not be able to rev past 3000 RPM. Most people have been doing the bypass to avoid the heavy cost of replacing the part. Whining could be your belt or pulley as well as stated.
